Is it fair that if a Japanese mother was given permission to take her US born daughter to Japan with?

Is it fair that if a Japanese mother was given permission to take her US born daughter to Japan with the consent of the American father, he has six month to get a US court order that others the mother to return her daughter to her American father, and is the mother does not comply he can file parental abduction charges under US law. Does it matter that under Japanese law, the mother does not have to comply because this is not legally binding in Japan, yes or no?



International parental abduction in Japan refers to an event where a child is taken to, or retained within, Japan, in breach of a previous existing custodial arrangement in a overseas family court (or anti parental abduction laws if act is criminalised in such jurisdiction) resulting in one parent, sometimes referred to as the left-behind-parent (LBP), being denied access to the child.
